First thing you have to do is when you wake up at the beggining, go around the fisherman on the rocks like so. Next, because the gate is closed, get on the rock behind the small shack, jump onto a ledge and stay crouched, jump onto the next ledge that's a bit higher, and follow it until the end of the fence. Continue the path uphill.

This really is simply a cut Half-Life 2 level. I don't know how it would have fit into the Highway 17 section, but although I didn't have a problem with it, people seemed to find Highway 17 too long already, so it was probably smart to cut it.
